Matthew K. Adkins, Director

Mr. Adkins has been part of the EM Office since 1989, employed full time as the Deputy Director in 1996, and as the Director in 2005. He is recognized as a HAZMAT instructor throughout the state not only for EM but with the Kentucky Fire Commission and Community College and Technical System where he is an adjunct instructor. He also is a General Class Amateur Radio Operator and acts as an Emergency Coordinator for the American Radio Relay League (ARRL) Amateur Radio Emergency Services. He lives in Ashland with his three Children (Jacob, Jared, and Jeanna) and has been married to Monica since 1994. His interests including HAM radio are camping, reading, and firefighting.

Harold Holley, Deputy Director (Operations)

Mr. Holley has been a part of the EM Office since 1998, he was hired full time in 2006 as the Deputy Director for Operations. He is responsible for coordinating all of the field service operations of the EM program. He is also an adjunct instructor with the Kentucky Fire Commission and Community and Technical College System. Mr. Holley lives in Boyd County with his daughter Sarah, and enjoys the outdoors, hunting, and fishing.

Amber R. Russell, Deputy Director (Planning and Preparedness)

Ms. Russell has been an employee of the EM Office since 2007, and was appointed Deputy Director of Planning and Preparedness in 2008. She is responsible for coordinating the Emergency Operations Center, development and maintenance of the Community Emergency Operations Plan, and directing all preparedness projects including outreach for the EM Program. She is also the Public Relations and Public Information Officer. She lives in Boyd County with her Daughter Alexis. She enjoys spending time with her family, and working in the community.
