The Emergency Operations Center is managed by Emergency Support Function (ESF). Each Emergency Support Function has a coordinator, lead agency and support agencies. The ESF based EOC was developed to support the ESF based emergency operations plan. Only those ESF's which are required for the incident are activated. The EM Director, ESF coordinator, or requesting agency has authority to request staffing of ESF's.

ABC Emergency Management is a user of WEBeoc, through a cooperative program with the Kentucky Department of Public Health and the Kentucky Division of Emergency Management. WEBeoc allows users to have access through the internet to local information management and significant events. Once fully deployed all local agencies will have access to WEBeoc to assist with Emergency Operations.
The Emergency Operations Center has a full complement of radio communications equipment to communicate with all of the local public safety agencies, Kentucky State Police, the State Emergency Operations Center and surrounding counties. The EOC also operates a complete amateur radio emergency station with long range communications and local communications capabilities. The EOC Information Technology Systems are supported with Microsoft Sharepoint services, and SQL server for data management. All system are secured using state of the art managed systems, the EOC has redundant links for internet and data traffic. Email is managed locally and remotely to allow for backup. ABC EM manages a network communications system which allows the real time sharing of information and messages between ESF personnel and EM staff. This instant messaging system was developed by the EM Technology Supervisor and allows staff members to access it remotely using any web browser and is supported across many different platforms for a true interoperable messaging system. The best part of the messaging system is that it was developed using open source information and technology at no cost to ABCEM. ABCEM is a user of Blackberry Enterprise Server for personnel associated with Emergency Management and is locally managed. All in all the technology suite utilized by ABC EM provides for an intensive and robust system which maximizes staff time, and in the end provides for better public safety services.
The Emergency Operations Center Readiness Officer is in charge of preparing the EOC systems, equipment and staff for possible activations. The EOC-RO recommends staff training requirements, EOC development and purchase plans, and technological advances.
