ABC Emergency Management and Ashland Police Neighborhood Watch graduate the first fully trained Community Emergency Response Team in Boyd County!

December 3, 2005 - Ashland, KY -  The Winchester/Montgomery Avenue Community Emergency Response Team became the first fully trained and organized team within the County this evening.  Team members participated in the graduation exercise which included rescuing individuals from a simulated earthquake ravaged building.  Team members were put through their paces having to demonstrate their ability to respond to emergencies to help their neighbors.  The WIN/MONT CERT was the Pilot program for what is hopefully an ongoing program within the County and Cities.  Members of the WIN/MONT group will continue their service assisting with the future development of other CERT teams in the area.

All of the team members should be extremely proud of their abilities and we are all proud of their commitment to help their family and neighbors in time of need.

THE COMMUNITY EMERGENCY RESPONSE TEAMS OF ASHLAND, BOYD COUNTY AND CATLETTSBURG CAN HELP!

The Community Emergency Response Team Program was developed in California in response to disasters mainly earthquakes which taxed the local emergency response resources of the community to the point, citizens were taking matters into their own hands and helping their neighbors.  The attacks of September 11th 2001 have proven the local emergency response community is a skilled and professional response force, however the largest and most prepared emergency response forces in the world, were still overwhelmed by the events which took place on that tragic day. 

No matter how hard we try, there will be events which tax the resources of the community during a major disaster or emergency.  In our wonderful Country we are blessed to live in communities where neighbors wish to help neighbors in time of need, but in some cases the wonderful intentions result in injuries and in some cases deaths due to individuals not being trained to protect themselves, while attempting to help others. 

The Community Emergency Response Team Program has been developed to provide a basic training curriculum to individuals who are willing to participate in the program, concerning how to respond safely during an major emergency to help their neighbors in a safe manner.  The CERT curriculum will teach members how to use fire extinguishers, turn off household utilities, and provide disaster first aid.  The Community Emergency Response Teams in the are will be directed by a team leader and will be under the coordination of the local fire department.  The Community Emergency Response teams once developed will provide assistance to their neighbors in a coordinated and organized fashion, under the direction of a team leader following standard operating procedures found within the Ashland, Boyd County, Catlettsburg Emergency Operations Plan.
